Atty. Hans Leo J. Cacdac, Administrator of Overseas Workers Welfare Administration (OWWA) visited the Public Employment Service Office (PESO), Municipality of E. B. Magalona, November 6, 2019, together with Mr. Elvince L. Sardjono of AWO International, Ms. Ellene A. Sana , Executive Director of Center for Migrant Advocacy (CMA), Mrs. Riza Joy S. Moldes, Focal Person of OWWA – Bacolod Satellite Office and Mrs. Salvacion S. Barrios, President of the Negros Occidental OFW Federation for the signing of Memorandum of Agreement (MOA) to set – up and operationalize a FUNCTIONAL MIGRANT HELP DESK in the municipality of E. B. Magalona in line with the CMA programs and services.

This agreement was successfully made and entered into by and between the following parties: the Local Government of E. B. Magalona represented by Mayor Marvin M. Malacon, the Overseas Workers Welfare Administration through Atty. Hans Leo J. Cacdac, E. B. Magalona OFW Federation , an accredited organization in the municipality represented by its President, Mr. Nilo A. Ortizo and the Center for Migrant Advocacy, Phils, Inc. (CMA), a non- government organization represented by its Executive Director, Ms. Ellene A. Sana in the presence of Mrs. Jessilyn C. Plaza, PESO Manager – E. B. Magalona and Mrs. Salvacion S. Barrios, President Negros Occidental OFW Federation. This event was participated and supported by Vice – Mayor Eric D. Matulac, together with the Sangguniang Bayan Members and the Presidents of OFW Association of different barangays of the municipality with a continuous advocacy to establish a higher standard of protection and promotion of the welfare of migrant workers, their families and Filipino overseas in distress.
