E. B. Magalona Mayor Marvin Malacon was one of the 31 mayors of Negros Occidental who signed the memorandum of agreement (MOA) on inter-LGU (local government units) cooperation in the implementation of the Universal Health Care Province-Wide Health Systems (PWHS), at the Provincial Capitol in Bacolod City Tuesday, May 9, 2023.

The ceremonial signing was led by Governor Eugenio Jose Lacson, board members, and mayors, and witnessed by Department of Health (DOH-6) regional director Dr. Adriano Suba-an, Capitol Hospital Operations Division chief Dr. Girlie Pinongan, Provincial Health Office head Dr. Ernell Tumimbang, and Corazon Locsin Montelibano Memorial Regional Hospital chief Dr. Julius Drilon.

The MOA provides that the provincial government and its component LGUs signify their willingness to cooperate and pool their human, technical, financial, material, and other essential resources to organize the PWHS, to be known as the Public Health Care Provider Network (HCPN), and ensure its functionality.

With this development, the provincial government is expediting preparations for UHC implementation, which aims to provide all Filipinos equitable access to quality and affordable health care and services.*
