E. B. Magalona CBMS Municipal Coordinating Board convened
Mayor Marvin Malacon has convened the E. B. Magalona Community-Based Monitoring System (CBMS) – Municipal Coordinating Board (MCB) in a meeting at the Municipal Building Tuesday [Feb. 20].
Prior to this, Malacon signed Executive Order No. 11 series of 2024 creating the CBMS- MCB of the municipality. Under the executive order, Malacon chairs the board, with Philippine Statistics Authority (PSA)- Negros Occidental chief statistical specialist John Campomanes or his representative as vice chair.
Attending the first meeting were Mayor Marvin Malacon, Sangguniang Bayan Member Marlon Malacon, president of Liga ng mga Barangay; Municipal Planning and Development Office head Engr. Erwin Poniado, Acting Municipal Budget Officer Debbie Ann Dioneo- Monte, Executive Assistant Matthew Louis Malacon, and other department and section heads or their representatives.
Representatives from PSA- Negros Occidental were statistical analysts Anna Carmela Gamilla and Kim Julag-ay, and information system analyst Benjie Lee Serinas. They presented the scope and coverage of the 2024 CBMS, possible assistance of Coordinating Board to CBMS operations, and timetable of activities.
The CBMS is a nationwide undertaking that requires cooperation of all government and private entities to ensure smooth flow of the CBMS operations at all geographic and administrative levels.
Based on Republic Act 11315 signed on April 17, 2019, the Philippine Statistics Authority (PSA) is the lead agency for the CBMS implementation. Each LGU is the primary data collecting authority for CBMS in their respective locality.
Among the objectives of the CBMS is to generate updated and disaggregated data necessary in targeting beneficiaries; conduct more comprehensive poverty analysis and needs prioritization; and design appropriate policies and interventions.
The goal of the 2024 CBMS is to update the social registries of national government agencies, particularly the Department of Social Welfare and Development (DSWD).
The 2024 CBMS operations shall be a comprehensive enumeration of all households and geotagging of all service facilities and government projects in the locality.
The target on actual CBMS Statistical and Geospatial data collection and geotagging will be on June 10, 2024 to August 8, 2024.
The PSA will also schedule trainings on data privacy, security, and cybersecurity for proper security of all CBMS data.*
